Remote only works when app is open

Perhaps this is related to Does TT only work when app is open/in background?

In order to get the remote to actually control my Apple Homekit lights, the app must be open and active.

If the app is in the background and my phone is open, when i click the remote my phone buzzes, but lights do not change.

If the app is in the background and my phone is locked, when i click the remote my phone buzzes, but lights do not change.

If the app is closed, when I click the remote, nothing happens whether or not my phone is locked or open.

Something else I noticed: if the app is closed, I cannot find the remote via bluetooth. In order to establish a bluetooth connection the app must be open or in the background.

The remote has firmware v6.

Any other info you need? I have no idea how to further debug this.

Forgetting and re-pairing the remote did not solve the issue.

Removing the battery for a while (trying to force a reset of some sort) also did nothing.

The iPhone volume/mute functions do work in all of the scenarios presented in the first message, so presumably this is a problem with either home kit or phillips hue

Yep, HomeKit only works while the app is foregrounded. Everything else works fine, but Apple is still restricting what apps can do with HomeKit. A future product might include the MFi chip that Apple requires for HomeKit support, but that’s not planned anytime soon.
